2025 Climate Change Accountability Report Fraser Health

Fraser Health’s 2025 Climate Change Accountability Report (CCAR) highlights progress toward building a low carbon, climate resilient health system which also enhances the quality of care.

Now in its 16th year of reporting, the 2025 report reflects a year of advancing practical, system-wide solutions—from efficient infrastructure and low carbon clinical practices to strengthened climate resilience planning across facilities and communities.

Key highlights

  • Progress across priority environmental sustainability targets. Fraser Health surpassed several 2025 targets, including increased uptake of low carbon commuting options and higher waste diversion rates across both acute and non-acute care sites. These gains show continued momentum in reducing environmental impact while supporting staff engagement and operational efficiency.
  • Investing in climate resilient health infrastructure. Climate resilience was embedded into major capital projects—including the new Surrey Hospital and BC Cancer Centre—with a focus on cooling capacity, indoor air quality and preparedness for extreme weather. Site-level resilience planning was also advanced to better understand risks and inform future investments.
  • Advancing low carbon care and operations. Fraser Health continued to reduce emissions through implementing numerous energy efficiency projects like heat recovery and solar thermal installations, targeted initiatives such as phasing out desflurane at most sites and expanding sustainable food programs. These efforts improve patient care environments while lowering emissions and operating costs.

 

The organization is also looking ahead—strengthening partnerships, expanding emissions tracking and accelerating climate resilience planning—to ensure health services remain high-quality, reliable and responsive in a changing climate.
