The 2025 Climate Change Accountability Report (CCAR) from Provincial Health Services Authority (PHSA) highlights progress in delivering low carbon, climate resilient care across its province-wide network of specialized health services.
In 2025, PHSA continued to integrate environmental sustainability into infrastructure, clinical care and system planning—demonstrating how climate action supports both health outcomes and operational resilience across British Columbia.
Key highlights
- Strong progress across environmental sustainability targets. PHSA met or exceeded multiple 2025 targets, including reductions in overall emissions and improvements in low carbon commuting, recycling, composting and water efficiency. These results reflect sustained, organization-wide efforts to reduce environmental impact which contribute to high-quality care.
- Advancing climate risk management at a provincial scale. PHSA expanded climate resilience planning across facilities, applying standardized tools to assess risks from extreme heat, wildfire smoke and power disruptions. New air quality monitoring systems and province-wide data initiatives are strengthening preparedness and informing future investments.
- Delivering low carbon infrastructure and clinical innovation. Energy upgrades, heat recovery projects and infrastructure improvements are reducing emissions and improving facility performance, while staff-led initiatives are advancing sustainable clinical practices, procurement and waste reduction across specialized care programs.
Looking ahead, PHSA will continue to integrate climate resilience into capital planning, expand emissions tracking and strengthen partnerships across the health system—supporting a future where care delivery is both sustainable and resilient to climate change.
